In this section, we explore the challenges faced by Frank Hall when he assumed the role of Commissioner of Corrections. Key issues include security concerns at Walpole, strikes by correctional officers, political risks, legislative moves to restrict certain programs, such as Chapter 777, the furlough program, and the relationship with the press. We also examine Frank's key constituencies and what he needed to persuade them of to address these challenges effectively.
